Job Title: Attorney III (Assistant General Counsel)

This position is located in General Counsel, Richland County.
Are you the one? We are looking for an Attorney III (Assistant General Counsel) who provides legal opinions and advice to the Department, as well as representing the Department in matters in a variety of venues.
Provides legal advice to Department staff on Medicaid Program Integrity issues. This function includes providing legal opinions to staff in the interpretation of agency policies as they relate to state and federal laws and regulations and recommends appropriate actions.
Represents the Department in administrative hearings before the Division of Appeals and Hearings and other venues as necessary, with specific focus on Program Integrity cases involving the Department, but other casework may be required as well. Working within the structure and processes established by the General Counsel.
Provides legal advice to Department staff on Medicaid Third Party Liability issues (casualty & insurance) and represents the Department in litigation and negotiation related to third party liability at the trial and appellate levels in both state and federal court. This function includes providing legal opinions to administrative and program staffs in the interpretation of agency policies as they relate to state and federal laws and regulations and recommends appropriate actions.
Provides legal advice and represents the Department in legal matters involving Estate Recovery, at the trial and appellate levels in both the state and federal courts, requiring thorough knowledge of highly specialized regulations and procedures. Includes providing legal advice and reviewing of Special Needs Trusts.
Provides legal opinions to administrative and program staff in the interpretation of Department policies as they relate to state and federal laws and regulations and recommends appropriate actions.

Minimum and Additional Requirements
A Juris Doctor Degree from an accredited law school and experience as a practicing Attorney.
Special Requirements: Member in good standing of the South Carolina Bar and have completed all Rule 403 requirements.

Preferred Qualifications
Knowledge of the laws of South Carolina.
Ability to communicate effectively.
Ability to interpret and apply laws and judicial decisions.
Should possess excellent research skills, be organized, and have some litigation experience.
Must have proficient communication skills; both verbal and written.
Ability to make and keep schedules.
Basic computer and math skills.
Ability to establish and maintain effective working relationships.
Capable of using standard office equipment.
